Law breaker should not go scot-free-Ansari   

National Human Rights Commission (NHRC) member Mohana Ansari pitched for the rights of both service providers and recipients.     At a discussion 'Trade and Human Rights' held at Nepalgunj on Sunday, she said the state should not let the law breakers go scot-free.
