By A Staff Reporter, Kathmandu, Aug. 29: Minister for Energy, Water Resources and Irrigation Pampha Bhusal has said that the Water and Energy Commission should be developed as a regulatory body for the study and research of water resources.
While receiving information about the activities of the Secretariat of the Water and Energy Commission Sunday, she said, "I agree that the Commission should be given the right to regulate."
Stressing on the need for anybody to work efficiently within their jurisdiction, she said that the Commission would be exemplified in terms of work by providing manpower and financial resources.
Stating that underground and surface water resources are the area of the Commission, Minister Bhusal stressed on the need to systematically regulate the study, research and implementation bodies by monitoring whether they are within the set norms and values.
She said that it was good to invest as there are resources but it was necessary to seriously review whether it is appropriate to be productive or not.
"Everyone wants to mobilise resources. As it is an economic resource, there should be a single body to produce even if it is invested.”
Minister Bhusal said that the bodies with strong financial resources have shown readiness to invest in the hydropower sector.
Energy Secretary Devendra Karki said that the Commission should be strengthened by formulating laws, rules and regulations as per the policy.
Secretary for Water Resources and Irrigation Ministry Sagar Kumar Rai said that the Commission should be developed as a regulatory body as the government and the private sector are creating a crisis in natural resources.
Similarly, the Secretariat of the Water and Energy Commission Maniram Gelal stressed on the need to strengthen the Energy and Water Resources Commission legally.
The Commission has been assisting the government in taking decisions by conducting a comprehensive analysis of technical, policy and national and international legal issues.
