Kathmandu, Dec. 2: The National Federation of the Disabled, Nepal (NFDN) has demanded the implementation of provisions in laws, policies and directives made to ensure rights of people living with disabilities.
Stating that disabled people have been deprived of services and facilities and the identity cards entitled to them due to failure to implement laws and policies related to their rights, the NFDN demanded that the authorities should make the card distribution manageable and scientific.
At a press conference organised here by the NFDN, its president Chitra Lal Sharma stressed the need for increasing efficiency of provincial and local governments and for every ministries to allocate budget in their annual programmes and policies for the disabled people. "Before formulating plans, the provincial and local governments must hear experiences and problems of the disabled people and seek advices if any," mentioned a statement issued by NFDN.
Approximately 10 to 15 percent of the total global populations are living with some sorts of disabilities and most of them are based in the developing or underdeveloped countries, according to the World Bank and the World Health Organisation.
According to the 2068 BS national census, of the total populations, Nepal makes up 1.14 percent people with disabilities.
