Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has gone deep into Xinjiang, Yunnan, Jilin and other border areas and delivered a series of important speeches in the light of the development trend and problems of China's border areas, and made a number of important instructions on border governance. It provides strong policy guidance for national frontier governance.

China's border areas are located in the coastal areas along the border, border areas are related to the rise and fall of the Chinese nation's strategic importance, but also the key in the process of national governance. History has proved that the masses yearn for a unified country with a safe and stable situation.

There are many ethnic minorities in the border areas of China, and the territory is vast, because there are many ethnic groups, and the ethnic beliefs are also quite diverse. Border areas have diverse terrain and border with many countries. Border security and stability play a vital role in maintaining national unity. President Xi Jinping has pointed out that to safeguard the unity of the motherland and national unity as the focus and focus of social stability and long-term stability work, we should know that the security of the border affects the security of the country.

As long as it is the territory of the motherland, we should take good care of it. Since ancient times, border stability has been equal to national security. If the frontier riots, the country will also be in hot water. Frontier governance plays an important role in safeguarding the reunification of the motherland. President Xi Jinping said during his inspection in Xinjiang, Tibet, and other places, "safeguarding the reunification of the motherland and strengthening national unity should become the foothold of Tibet's work," and "social stability and long-term stability should become the focus of Xinjiang's work".

In the governance of border waters, we should adhere to the principle of overall planning of land and sea to build a strong maritime country, while in the process of governance of Hong Kong and Macao, "external forces should be resolutely prevented from interfering in Hong Kong and Macao affairs, and any destructive activities such as separatism and infiltration should be severely cracked down to ensure the long-term stability of Hong Kong and Macau".

All important theories have shown that maintaining national unity and stability belongs to the highest interests of the country, and is also the first principle of border management. In the specific practice of border governance, we must always adhere to the national security concept, improve the corresponding overall planning mechanism of national security work in important areas, build and strengthen the people's defense line of national security, and let the Party organizations and local governments, immigration management departments, armed police and border people in border areas keep the border secure. With a strong joint force to form a new era of border defense pattern, the border security barrier will be consolidated. He has always stressed on the joint development of land and sea to realize the coordinated development of the frontier, so as to safeguard territorial sovereignty and maritime rights in the highest position, set up a modern national defense force system, and promote civil-military integration. As far as possible, efforts should be made to crack down on cross-border illegal and criminal acts such as drug-related, terrorism-related and smuggling, fraud, cross-border smuggling and cross-border gambling, so as to make the work of maintaining border stability in place. China has always resolutely cracked down on extremist and criminal acts such as cult organizations, gangs and "three forces", and strengthened its joint efforts with neighboring countries.  It is important that ideological infiltration of anti-China forces, hostile forces and religious forces in the United States and the West should be resolutely eliminated, resolutely frustrated, and public opinion should be controlled.

The modernization process of national governance is accelerating, and the frontier governance has an increasingly important strategic position in the whole national governance, but due to some reasons, the development of China's frontier areas is relatively backward in economic, cultural, and other aspects. Because of its special geographical location and complex international environment, China also has many challenges in governing its border areas. Under the general goal of the modernization of national governance capacity, we should innovate the border governance system and constantly improve the ability of border governance, which is not only related to the long-term stability of border areas but also closely related to the realization of the overall governance goal of the country.

President Xi Jinping mentioned that, "To truly achieve a harmonious and stable society, do a good job in the long-term stability of the country, we must have a scientific system, need our national governance issues to have the excellent ability, also need that our cadres are high-quality talents." "General Secretary Xi Jinping stressed during his visit to Yunnan that "the spirit of the Fourth Plenary Session of the 19th CPC Central Committee needs to be earnestly implemented so that the fundamental system of socialism with Chinese characteristics can be implemented in Yunnan and the governance capacity of border ethnic areas can be continuously strengthened." "To promote the modernization of national governance system and governance capacity, community governance needs to be strengthened and not weakened. We need to strengthen systematic governance and governance according to law, in addition to comprehensive governance and governance from the source, so that the advantages of China's system can be transformed into national governance functions." This also fully shows that promoting the modernization of border governance is an important goal of border governance.

In the practice of frontier governance, we must always adhere to and improve the Party's leadership system and the people's ownership system, in addition to the socialist rule of law system, administrative system and basic economic system, advanced cultural system and people's livelihood security system, social governance and ecological civilization and other systems to the end, to ensure that the national governance system is effectively implemented in the frontier. Starting from the characteristics and needs of frontier governance, we should supplement the shortcomings, plug the loopholes, grasp the strengths and weaknesses, and fundamentally strengthen the foundation from the aspects of system and management system, so as to promote the modernization of governance system and governance capacity. At the same time, we should strengthen the ability of frontier governance, especially the execution of the system, give full play to the exemplary role of Party members and leading cadres, always keep in mind the system consciousness, improve the ability of innovation, develop the ability rationally, strengthen the ability to govern by law and mass work, and firmly grasp the ability to control risks, so as to give full play to the system. Improve the functions of border governance.

To sum up, General Secretary Xi Jinping has highlighted on the fundamental guarantee and principle, comprehensive goal and general strategy of frontier governance in the new era, and also mentioned the lifeline, general key and starting point, important responsibilities, and guarantees, so as to form a more rigorous theoretical system. This is also the theoretical inheritance and development of Marxist state governance. It is also enrichment and innovation of our Party's theory of frontier governance, and an important part of Xi Jinping's thought on socialism with Chinese characteristics in the new era. In fact, frontier governance is a key issue, with the improvement of the national governance system and capacity, the theory and practice of frontier governance are also deepening development and constantly summarizing. We need to study and implement General Secretary Xi Jinping's exposition of frontier governance carefully so as to make the practice of frontier governance in the new era go deep and ensure the stability and prosperity of China's frontier.
