China's long-term stable ethnic relations, solid social structure and solid cultural centripetal force determine that China's permanent residence system is more based on the premise of a strong talent country. The residence system is different from the social and legal basis of traditional immigration countries. Therefore, considering China's national conditions and practical needs, the improvement of permanent residence system should be based on national interests, in order to maximize the value.
First of all, we should introduce scientific evaluation criteria. Market factors must be added to the evaluation criteria to break the situation of the government in the past. The introduction of performance mechanism, combined with education, age, salary, tax and other factors, makes talent evaluation more objective. With the standard set by wage income and personal income tax, permanent detention can be applied for with the approval of the work unit if the standard is met. At the same time, we can also refer to the international common practices, learn from the Yangtze River Delta, Pearl River Delta and other developed countries in Europe and the United States as the main immigration access body, and formulate the local actual integral evaluation criteria. In order to establish a scientific index system, strengthen the national talent evaluation system transparently and clearly, and adjust the corresponding evaluation system in time according to the actual situation, so that the applicants who reach the corresponding scores can obtain permanent residence qualification.
Secondly, we should set up a visa for "high-end talents of foreigners" and constantly relax the "green card" system. Here, we can follow the example of Japan's "green card" system. In recent years, Japan has successively established "highly foreign talents" (foreign high-end talents) and "highly specialized posts" (high-end professionals) and other "qualifications to stay" (visa categories), while repeatedly lowering the threshold of "permanent residence" (permanent residenc e, I. E. "Japanese green card") qualifications. Beginning at the end of 2011, the Japanese government introduced a high-end talent points system for foreigners, which was implemented in July 2012. The targets of this new policy are divided into the following three categories: (1) university professors and researchers engaged in "academic research";(2) Doctors, lawyers, engineers and other professional and technical personnel with "high-end specialty and technology";(3) investment managers who are experts in "operation and management". This points system shortens the requirement of continuous residence in Japan for "foreign high-end talents" to apply for "permanent residence". If ordinary foreigners want to apply for "permanent residence", they need to live in Japan for more than 10 consecutive years in principle, of which the tax period is not less than 5 years. But in the face of these "foreign high-end talents" with expertise and knowledge, the requirement for residence in Japan can be shortened to five years, that is, half of the normal situation. After the implementation of the new immigration policy, the number of people who obtain high-end talent visas for foreigners is increasing. 4.2 Perfecting Safeguard Measures
Third, we should strengthen international cooperation and embody the spirit of humanitarianism, and also deepen the cooperation with professional international organizations related to immigration and debug the cooperation mode. Organizations within the United Nations system related to migration and development, such as UNHCR, IOM, UNDP, UN-Women and UNICEF, have rich intellectual experience and expertise in their respective fields. China is initially involved in the field of global migration and refugee governance mechanism construction, and still needs the help and professional guidance of international organizations. International migration and refugee issues involve more non-traditional security issues, which can be covered by non-single organizations or single expertise. China should integrate its previous cooperation experience with relevant international organizations, continue to expand and explore new areas of cooperation, and timely adjust the mode of cooperation. In addition to conventional international migration and talent, as a global issue, the governance of irregular migration is also the direction of China's efforts. In particular, we should manage and guide the phenomenon of overstaying and irregular entry, combat human trafficking, protect women and unaccompanied children in crisis migration, and formulate humanitarian emergency plans for large-scale crisis migrants. The "three non-issues" in Guangdong have also achieved initial governance results through the joint efforts of local governments and society, but the accumulated rich governance experience has not been fully used for reference in other regions.
Fourthly, we should cultivate immigrant culture from all aspects. First of all, compared with other countries in the Asia-Pacific region, China has the lowest proportion of foreign-born population. In the international talent competitiveness report index of 2018-2019, China ranked 48, but it is still not optimistic, which does not match the status of the second largest economy in China. Objectively speaking, compared with the developed countries in Europe and the United States and other immigrant countries, there is still a certain gap in the competitiveness of China's international talents, facing the following two main problems. First of all, the level of international talent introduction is at the lowest level in the world; Secondly, the brain drain is more serious. In terms of the scale of international talents, compared with developed countries, China is obviously lagging behind. In terms of international knowledge and skills and international talent development, China is also lower than the average level compared with other middle-income countries.
With the degree of China's participation in globalization is deepening, not engaged in scientific and technological research and development of international personnel is international talent, from the global natural science, social science researchers, business elite, urban planning management masters, artists, and even scarce professional and technical practitioners, all walks of life can promote and prosper China. They should be encouraged by the Chinese talent system. It should be the norm and governance of China's international immigration system. The proportion of international talents in China is still low, and the proportion of international talents and personnel is relatively narrow. Domestic public opinion has not fully understood the international talent and immigration, in fact, network public opinion is easily influenced by narrow nationalism and ignores China's huge demand for international talent.
Based on this, China should create an objective public opinion to deal with international migration, the mainstream media should play a leading role, should fully realize that China's social and economic sustainability, healthy and stable development, cannot be separated from the support of international talents in all walks of life, so as to highlight China's diplomatic concept and tolerance.
