Kathmandu, June 16: State Governments of all seven States Monday introduced budget for the next fiscal year 2020/21 in the meetings of respective State Assemblies as per the provision of the Constitution.
As per the statute, the state governments have to unveil budget on the first day of Ashar.
The governments of all states have mostly focused on prevention and control of COVID-19, development of agriculture and employment generation in their budget for the next fiscal year.

State 1
The government of State 1 introduced the budget worth Rs. 40.89 biillion for the upcoming fiscal year 2020/21. Minister for Economic Affairs and Planning of State 1 Indra Bahadur Aangbo presented the fiscal budget in the meeting of State Assembly on Monday.
Of the total budget, Rs. 21.92 billion has been allocated for capital expenditure and Rs. 18.93 billion for recurrent expenditure. The state government has also allocated Rs. 2.86 billion for inter-government financial transfer and Rs. 40 million for financial management.
The size of the budget is smaller by Rs. 1.30 billion as compared to the budget of the current fiscal year 2019/20.
State 1 government has estimated to mobilise Rs. 4.75 billion revenue from its own internal sources, Rs. 10.3 billion from grants of federal government and Rs. 3.54 billion from revenue sharing to meet the budget expenditure. Around Rs. 5 billion is estimated to be saved from the budget of current fiscal year.
State 1 government has focused on health, agriculture and infrastructure sector in its budget. It, however, has not proposed new infrastructure projects.

State 2
The government of State 2 introduced the budget worth Rs. 33.57 billion for the upcoming fiscal year 2020/21.
The fiscal budget of State 2 introduced by Minister for Economic Affairs and Planning Bijaya Yadav in State Assembly on Monday has allocated Rs. 15.42 billion for recurrent expenditure, Rs. 17.978 billion for capital expenditure and Rs. 160 million to financial management.
The size of the budget is lower by Rs. 7 billion as compared to the budget of the current fiscal year. The budget of the state government has focused on controlling COVID-19 as well as development of agriculture, health and education sectors and employment generation.
The state government has targeted to collect Rs. 12 billion revenue from internal sources, Rs. 13.4 billion from different grants and Rs. 6.91 from the savings of current fiscal year and internal debts.

Bagmati
The government of Bagmati State introduced the budget worth Rs. 51.42 billion for the fiscal year 2020/21 focusing on health, agriculture and employment generation.
Minister for Economic Affairs and Planning Kailash Prasad Dhungel of the Stage government presented the fiscal budget in the meeting of State Assembly in Hetauda on Monday.
Last year, the state government had introduced

the budget of Rs. 47.61 billion for current fiscal year out of which only 50 per cent is estimated to be spent by the end of this fiscal year.
The state government has allocated Rs. 26.28 billion (51.12 per cent) under recurrent expenditure and Rs. 25.14 billion (48.88 per cent) under the heading capital expenditure for the next fiscal year.
The state government has a plan to mobilise Rs. 20.83 billion from tax revenue, Rs. 17.6 billion from inter-government grant, Rs. 5.12 billion from other revenue and Rs. 7.50 billion from the savings of this fiscal year.

Gandaki
The government of Gandaki State introduced the budget worth Rs. 34.84 billion for the fiscal year 2020/21. Minister for Economic Affairs and Planning of Gandaki State government Kiran Gurung presented the budget in the meeting of State Assembly today.
Of the total budget of the Gandaki State, Rs. 19.99 billion budget has been allocated to recurrent expenditure, Rs. 14.34 billion to capital expenditure and Rs. 500 million under the heading of financial management.
The budget of the State has focused on combating COVID-19, agriculture, health, and industry and entrepreneurship development.
For the current fiscal year, the state government had devised the budget of Rs. 32 billion out of which only 45 per cent is expected to be spent by the end of this fiscal year.
To meet the budget expenditure, the Gandaki State is estimated to mobilise Rs. 4.6 billion from internal resources and others from different grants, unspent budget of this fiscal year and revenue sharing with central government. The revenue of the Gandaki State government will be lower by Rs. 9 billion than the total expenditure.

State 5
The government of State 5 introduced the budget worth Rs. 36.35 billion for the next fiscal year 2020/21.
Chief Minister and Minister for Economic Affairs and Planning of State 5 Shankar Pokharel presented the budget for the next fiscal year in the meeting of State Assembly in Butwal today.
The size of the budget for next fiscal year is smaller by Rs. 64.3 million as compared to the budget of the current fiscal year.
Of the total budget, Rs. 12.59 billion has been allocated under the heading of recurrent expenditure while Rs. 18.61 billion and Rs. 5.14 billion have been allocated under the heading of capital expenditure and inter-governmental transfer respectively.
The state government has estimated to mobilise Rs. 2.375 billion from internal sources and other required revenue from grants and revenue sharing to meet the budget expenditure.
The state government has aimed to revive the economy affected by COVID-19 and generate employment through the development of agriculture and entrepreneurship promotion.

Karnali
The government of Karnali State introduced the budget worth Rs. 33.74 billion for the coming fiscal year 2020/21. Minister for Economic Affairs and Planning Prakash Jwala presented the budget of the State in the State Assembly.
Of the total budget of the State, Rs. 19.69 billion (57 per cent) has been allocated to capital expenditure and Rs. 11.67 billion (34 per cent) and Rs. 2.99 billion (9 per cent) for recurrent and financial management respectively.
The budget introduced by the state government has focused on employment generation and control of COVID-19.
The state government has allocated Rs. 2.55 billion budget for the prevention and control of COVID-19. The Karnali State has announced to provide Rs. 100,000 compensation to the family of persons losing life to COVID-19.
The state government has allocated Rs. 2.58 billion for employment generation and Rs. 8.9 billion for administrative expenditure, which is less by Rs. 500 million as compared to the budget of this fiscal year.
Karnali State has allocated budget to develop 200 isolation beds, 40 ICUs and 20 ventilators in State Hospital and at least 50 isolation beds, 10 ICUs and five ventilators in each district of the state. Similarly, Karnali State is expecting Rs. 252.5 million as complementary grant, Rs. 460 million as special grant from the federal government to meet its budget expenditure of the next fiscal year.

Sudurpaschim
The government of Sudurpaschim State unveiled a budget of Rs. 33. 38 billion.
Minister for Economic Affairs of the State Government Jhapat Bahadur Bohora tabled the budget in the State Assembly. The State government allocated Rs. 14.18 under recurrent expenditure and Rs. 16.75 for capital expenditure.
Minister Bohora said the budget aimed at saving lives from COVID-19 and provide jobs to those affected by the virus.
He said the State government had projected a growth of 4.8 per cent in the next fiscal year.
