By Lucky Chaudhary, Kathmandu, July 28: Bamdev Gautam, vice Chairman of the ruling Nepal Communist Party (NCP), Tuesday presented a six-point proposal to settle the intra-party differences between the NCP Chairmen, Prime Minister KP Sharma Oli and Pushpa Kamal Dahal ‘Prachanda’.
Making his six-point recommendation public, vice Chairman Gautam said that the differences within the party would be fixed for now if the Chairmen moved forward as per the suggestions he made.
The recommendation presented by Gautam states that the responsibility of the head of the government could be vested upon PM Oli until the unity convention of the party is held and until the remaining tenure of the current House of Representatives remains.
Likewise, Chairman Prachanda can work as the head of the NCP with all executive rights and responsibilities until the next unity convention, the recommendation mentions.
Similarly, Gautam has also presented recommendations such as organising the unity convention upon agreement of all the party members, not interfering in the daily works of the government. However, the government should consult the party secretariat while taking decisions relating to important national and international affairs, the vice Chairman recommended.
He also suggested for restructuring the Council of Ministers and making political and constitutional appointment in consultations with the Central Secretariat of the NCP.
Recommendations such as consulting the party Central Secretariat while presenting the annual policy and programme and budget of the government in the parliament, setting standards and executing them during promotion and transfer of administrative and security officials and conducting all the meetings of the party in the party's central office have been presented by vice Chair Gautam.
