Kathmandu, Sept. 8: Sessions of both the Upper and Lower House of the federal Parliament are to begin at 4:00 pm on Wednesday at the Parliament Building in New Baneshwore, Kathmandu.
President Bidya Devi Bhandari had summoned the session of the House according to article 93(1) of the Constitution on the recommendation of the government.

Speaker of the House of Representatives and Chairman of the National Assembly will read out the letter of the President to notify lawmakers about summoning of the House session before it could enter business. After that, the meeting will nominate some lawmakers to chair the session in both the Houses.

According to Parliament Secretariat, Minister for Home Affairs Bal Krishna Khand will present the ordinance on Political Party (second amendment) in the House of Representatives.
Likewise, 13 other ordinances on oath, railway, medicine, COVID-19 Crisis Management Committee, social security and others will be presented in the House for their approval.
Before the endorsement of the ordinances, lawmakers will present their proposal for the rejection of these ordinances. Lawmaker Prem Suwal has filed differences on almost all 13 ordinances except for that related to COVID-19 Crisis Management Committee.

Dashrath Dhamal, spokesperson for the Parliament Secretariat, said that complaint lodging lawmakers will get time to table their rejection proposal on the ordinances first and then concerned Cabinet minister will ask for the endorsement of the ordinance. The House will pass some condolence messages at the end.
The House session was prorogued on August 16. The much-awaited MCC Bill is likely to be tabled in the House this time.
However, neither the government nor the Parliament Secretariat have confirmed this.

The government is under pressure of endorsing some of the ordinances and it also has a plan of presenting a bill to revise the budget of the current fiscal year in this session.
