Kathmandu, July 3: President Bidya Devi Bhandari Thursday prorogued the budget session of both the Houses of the Federal Parliament at the recommendation of the Council of Ministers.
A meeting of the Council of Ministers held at the residence of Prime Minister KP Sharma Oli in Baluwatar, had decided to prorogue the budget session of the parliament and recommended the President for ending the ongoing session, Minister for Finance and Communication and Information Technology Dr. Yuba Raj Khatiwada said at a press conference organised at the Ministry of Communication and Information Technology to make the decisions public this evening.
Prior to the meeting, Prime Minister KP Sharma Oli had reached Sheetal Niwas to meet President Bhandari for consultation. The abrupt decision of the government came amid growing intra-party feud within the ruling Nepal Communist Party (NCP). 
Meanwhile, the Cabinet meeting held on June 29 decided to accept loan assistance of Rs. 38 million to be provided by the Japanese government for implementing School Sector Reform Programme (SSRP) in Nepal, Minister Dr. Khatiwada, who is also the government spokesperson, said.
The government has given authority to assistant account officer Prahlad Kumar Karki and assistant administrative officer Krishna Kumar Khadka to initiate a process for acquiring land to construct two separate transmission lines of Borang-Naubise (220 KVA) and Kushaha-Biratngar (132 KVA).
The government has decided to provide relief amount of Rs. 1 million to the family members one Ramjalam Ray, a permanent resident of Ramnagar Gaunpalika-4 of Sarlahi district, who was found murdered on June 22 with his hands and legs tied.
The Cabinet also endorsed and renewed two temporary vacancies created for the fiscal year 2019/20 at the Permanent Mission to the United Nations, Geneva, Switzerland.
The endorsed vacancies include a first class officer level joint secretary and another second-class officer level under-secretary. The government had also endorsed first amendment made to the Land-related Problem Resolution Commission.
The Cabinet meeting decided to open labour approval for only those Nepali citizens who have come to Nepal on vacation and whose contract term is yet to expire.
According to Minister Dr. Khatiwada, such citizens would be allowed to go abroad for foreign employment only after completing all COVID-19 related health protocols.

Minister Dr. Khatiwada said that the Cabinet meeting held this week had also given authority to the District COVID-19 Crisis Management Centre (DCCMC) to seal any border point and to clamp prohibition order in any particular district in coordination with CCMC and the Ministry of Health and Population.
The government has instructed the Ministry of Health and Population to manage and bear all the cost of masks, sanitizers, and gloves for the employees, health workers, security personnel and employees deployed at the departure and arrival lounges of Tribhuvan International Airport. The Cabinet meeting decided to bear the expenses of the Nepali Army made for providing transport service to Nepalis who came home from abroad from the Tribhuvan International Airport to the holding centres in the Capital.
The Cabinet has also given authority to DCCMC to issue permit to people who came to Nepal by land and air routes during this lockdown to stay in home quarantine if they were issued a request letter by concerned ward committee and police administration.
