Kathmandu, Jan. 8: Minister for Home Affairs Bal Krishna Khand Friday said that the civil servant union should be responsible to people.
Inaugurating the 8th departmental convention of Nepal Civil Service Employees’ Union at the Ministry, Minister Khand said the union should exert pressure on the government when it fails to deliver service to the public and when it becomes unaccountable to the public.

Minister Khand added that while working under the Home Ministry there would be no specific duty hour as this ministry was not similar to other ministries. “It is not sufficient just working in the office hour at the Home Ministry because the ministry has to work on every issue under the ministry or outside of it,” he said.

The ministry has been making efforts to arrange additional allowance to the employees from the Ministry of Finance who devotes his/her extra time other than the office hour, Minister Khand said. “Our ministry has received a positive note from the Finance Ministry but the decision is yet to be made,” he informed.
"Employees under the ministry have to work in both favourable and adverse conditions, so there is no excuse for us to say we won’t do this or that."

Minister Khand said that the ministry had already issued a circular to the Chief District Officers and the Chiefs of the District Police asking them not to go on a leave at the same time. Giving an example of the incident in Siraha, he said the government had to transfer the CDO and SP of the district when they were both not in the office when an incident happened.
President of the Union Ram Kumar Lamsal said that the convention would select new leadership.
