NEB planning to conduct SEE in coordination with province govts

Kathmandu, Feb. 11: A proposal to hand over the entire management of Secondary Education Examination (SEE) to the province governments has been submitted to the Office of the Prime Minister and Council of Ministers.
There is a provision in school education structure that annual examination of grade X will be conducted by province governments and that of grade 12 will held at the national level. Despite the provision, grade examinations have also been conducting by the NEB for lack of new law as mentioned by the constitution.

In an interaction organised by Education Journalist Network (EJON) on Thursday, the Chairman of the National Examination Board, Dr. Mahashram Sharma said that the proposal was submitted to the Council of Ministers in an effort to handover the responsibility to provinces.

Sharma said the NEB had been coordinating with the provinces' ministry of social development for the management of the examinations. He added that if the proposal got approved by the cabinet, the province governments would be mainly responsible for the management of examinations that includes question papers, answer sheets, examination operation, copy correction and results publication. Although the task of managing examinations depends on province governments, the authority related to the examinations is limited to the NEB, which can only certify the result.

Sharma said that even if the examinations were conducted at the same time in all provinces, the results could be made public at different times. "A province that prepares results quickly will make them public sooner,” he said.


The NEB on Thursday published the schedule of SEE held from April 22 to May 3. Sharma informed that the NEB published the routine as most of the schools completed about 80 per cent courses as of now. The NEB plans to complete the examinations earlier than local elections as schools get disturbed during election, he said.

About 500,000 candidates from 11000 schools are expected to appear for the examinations from about 2000 examination centres across the country, the NEB informed.
In the academic session 2076 BS and 2077 BS the NEB has unable to conduct SEE because of COVID-19. Sharma informed that the question papers of that time are still stored it will be handed over to the province governments.
