Kathmandu, Nov. 24: Civil servants wishing to teach preparation classes of the aspiring candidates of the examinations to be taken by the Public Service Commission (Lok Sewa Ayog) and similar bodies are now required to obtain approval from the government.
Following a decision taken by the Council of Ministers on Sunday, the officials occupying the position of gazetted first-class officers (Joint Secretary) or above are now mandatorily required to seek permission from the Council of Ministers and other officials are required to seek permission from the Ministry of Federal Affairs and General Administration (MoFAGA) before physically or digitally teaching the said classes in private institutions.
This rule will also be applied to State-level and local-level civil servants too.
According to MoFAGA, the objective of this rule is to make civil service more managed and professional and ensure that the public servants are fully focused on their work.
Issuing a press statement, Joint Secretary Basant Adhikari, who is also MoFAGA’s spokesperson, said that anyone participating in such teaching and training without obtaining the necessary approvals would be violating the Civil Service Act and Civil Service Rules.
Accordingly, he asked all government agencies to strictly monitor their employees’ involvement in such activities and take appropriate action against those who do not comply with the rule.
Adhikari further stated in a press statement that no approval would be given until MoFAGA drafted a new set of criteria and informed that any approval granted prior to the issuance of the latest rule had been invalidated.
