Government will forward Civil Service Act: PM

Kathmandu, Mar. 6: Prime Minister Sher Bahadur Deuba has expressed government’s commitment to move the Federal Civil Service Act forward.
Inaugurating the eighth national convention of the Nepal Civil Service Employees’ Union in Kathmandu on Saturday, PM Deuba said that the government would work to issue the Civil Service Act soon and would also seek to solve the ambiguities and problems seen during the employee adjustment process.

“Any dissatisfaction over the adjustment of civil servants will be addressed soon,” he said.
The Prime Minister also stressed the need to mobilise civil servicemen for the development of the nation and said that there should be no discrimination based on political ideologies. At the same time, he also called on the employees to effectively deliver services to the citizens and work with a smile on their faces.

Deuba also highlighted that the Constitution of Nepal had clearly defined trade unions and their rights and said that the government supported all efforts made for the management and professional enhancement of unions.

Calling civil service the “permanent government,” PM Deuba also shed light on the important role the bureaucracy played in the success of the political leadership. “Civil servants should help in implementing the plans and projects of the government,” he said, adding, “Civil service employees should be honest, committed, loyal, diligent and disciplined.”
He further praised the employees for acting as a bridge between the government and the people and asked them to always maintain a clean image.

“The bureaucracy is key to helping the government fulfil its responsibilities towards the people,” he said. “The governance mechanism of the country is reflected in the faces of civil servants.”
PM Deuba also specifically urged the employees to identify themselves as the servants and facilitators for the public and not as their rulers. “Let no one deviate from the basic principles of treating every person with respect, prioritising the interests of the nation and protecting public property,” he instructed.

Minister for Communication and Information Technology Gyanendra Bahadur Karki assured that the Federal Civil Service Act would be tabled in the Parliament only after adequate discussions with the employees’ unions and associations.
Also speaking on the occasion, senior leader of the Nepali Congress Ram Chandra Poudel said that the Civil Service Act had not been endorsed yet because of the continuous obstruction of the parliament by the opposition CPN (UML).

He said, “UML has not been serious in the parliament. Due to its obstruction, crucial issues directly related to people’s livelihoods have not been discussed. It must be held accountable.”
NC Vice President Dhanraj Gurung requested the civil servants to help make the country prosperous. General Secretaries Gagan Kumar Thapa and Bishwa Prakash Sharma also highlighted the crucial role of civil servants in developing the country.

On the occasion, Prime Minister Deuba felicitated several civil servants doing excellent job in their capacity and former office bearers of the union.
