Dhading, Feb. 11: Though the Prime Minister Self Employment Programme (PMSEP) was introduced with an aim of providing employment to all unemployed citizens within five years, not every citizen has got this opportunity.
Launched in February 2019, the programme has been unable to provide every applicants or listed ones a job within a fiscal year.
The 2015 Constitution has also guaranteed right to employment to all citizens under the Article 33 and as per the provision, the Employment Act 2075 has also come into implementation.

According to the Act, employment service centre has been established at each local level and a programme has been implemented to provide employment of at least 100 days in one fiscal.
The Programme and the Transformation Initiative for Youth Employment Project are being implemented in every local level through the Employment Service Centre.
The Centre has two vacancies – one of an employment coordinator; the another of a construction technician.

It has also been conducting skill and capacity building programmes to reduce the demand and supply of labour.
The Programme lists the unemployed citizens in the last fiscal year to provide employment in the coming new fiscal year.

In the district, 708,072 people have been listed as unemployed for the current fiscal. Of them, 337,554 are women and 370,193 are men and 139 are listed in other categories. Of these, only 200,000 citizens will get employment. Each enrolled citizen will get their 100 days of employment in a year.

In the current fiscal, the programme has zero enrollment from the one of the remote villages in the Rubi Valley Rural Municipality in the district.
Last year, 9,726 people, including 3,966 women, had been enrolled in the Programme, of which 2,442 got their 100-day employment. Last year, 304 of the enlisted 1,476 had got jobs in the Rubi Valley Rural Municipality.

The Centre will work and set programmes as per the decision of the executive body of the federal government, said Shantosh Sapkota, employment coordinator for Gajuri Rural Municipality. Sapkota said that the municipality had selected projects for construction of tourist foot trails, construction of road, drains and construction of irrigation canals.
